Creates a work item (REST 7.1) from a Watchtower issue or incident and syncs state both ways by polling every 60 s.

config: {"organization","project","work_item_type":"Task","done_state_id":"Closed","base_url":"<Azure DevOps Server root, optional>"}. secrets: {"pat"} or {"access_token"} (sealed). A work item whose state equals done_state_id resolves the issue; resolving in Watchtower sets System.State. Self-hosted URLs pass the SSRF guard.
